This is Collectors Limited Edition Buckle # 100, a bright gold and silver tone metal buckle with enamel accents, sponsored by the San Jacinto Chapter #64, of Houston, Texas, a custom cast by Texoma Leather & Brass, in the 1980s-90s. It is in pretty nice condition, as shown in the photos it doesn't have much for wear and tear from age or use. It measures approximately 3-5/8" x 2-1/2", it fits a 1-3/4" wide belt and weighs about 4 oz. Please ask any questions before you buy and look at all the photos, what you see is what you are buying.
