RARE - Israeli postmarks cancelling LEBANESE franks on 1950 UN mail from BEIRUT

Description: Israeli postmarks cancelling LEBANESE franks: Jan. 1950 era pre-franked envelope from a member of the United Nations mission to Lebanon in BEIRUT, addressed to a company in BEIRUT - couriered by the sender (possibly on leave) and posted from Israel, with whom Lebanon had no relations. Very strangely the post office in JERUSALEM accepted the letter and postmarked the cover on 12 Jan 1950, cancelling the Lebanese stamps with the local postmark (appears to be of the head post office) - in contravention to Universal Postal Union regulations, that member states are not allowed to cancel one anothers uncancelled franks using their datestamps (they must use a 'dumb' mark). As the stamps were not cancelled by machine as normally done in this period with letter box mail, it may be that the sender actually handed this cover in to the public counter and may have persuaded the clerk that it was either "diplomatic" mail or a special service mail for the UN. In any case Israeli cancelling of foreign stamps was an incorrect procedure, and the sorting office subsequently noticed the problem with the Lebanese address and marked the front with the "PAS DE SERVICE VIA ISRAEL" instructional marking (Kibble Type T-II.2 - also used in Jerusalem) and stopped its ongoing transmission.
