Member of the Union of Artists of the USSR and the Union of Artists of Russia. Semyon Borisovich Raev was born in Moscow. Studied at the Moscow School of Architecture and Art (1949–1952). He worked in the field of sculpture, painting, medal art, applied graphics, restoration; was engaged in the design of exhibitions (1952-1961). By order of the publishing houses "Zorya", "Plakat" - "Panorama" he performed posters on the theme of international politics (1961-1992). The most famous artist brought propaganda posters on the topics of domestic and international politics.
