Not sure if this was only associated with the mid-Century "Indian Guides" and other cultural appropriation of the day, but it certainly feels like a mix of a fanzine and... something else thats really odd. Some research into editor Norman Feder leads me to understand he eventually moved from "hobbyism" and a focus on the material culture and white club-style "cosplay", towards more conservationist attempts to bring Native artwork into the mainstream of scholarly and museological collections. He eventually worked at the Denver Art Museum, in the Native American collection, so theres that. Clearly from some of the editorial content, in these early issues there was some acknowledgement and discussion of squickiness of the whole matter, but there are also mentions of Native peoples participating and contributing to the magazine.
