As in capitalist economies of the time, the National Socialist regime conducted its day-to-day financing in a manner much like our modern system: the state would issue debt; fund the government, and roll over or pay the balance when due. They too had treasury bonds and bills which were sold at regular intervals to both private persons and institutions. And, just like today, smaller denominations were usually purchased by retail investors ("small holders"), while larger amounts were carried by banks, commerce, and industry. Routinely, there were nine denominations in which certificates were issued. They were, in Reichsmarks: 100, 500, 1000, 5000, 10K, 20K, 50K, 100K, and a special TBD (fill-in-the-blank amount). Callable 12 year bonds like these were issued by the Reichsschuldenverwaltung (Reich Debt Administration, or RSV) in three series per year. They bore 4½% interest which was paid semiannually. In the last six years of their term drawings were held in which number pairs between 00 and 99 were pulled. Notes from every series of the year being drawn and ending in those numbers were then redeemed. The terms of the 1937 issue read, in part, "One sixth of the allocation of this series will be drawn in each of the years 1944 to 1949. The drawings are carried out in such a way that in the years 1944, 1945, 1947 and 1948 17, in each of the years 1946 and 1949 16... All notes from each series whose number has one of the pairs of digits drawn in the last two digits (tens and ones) are considered to have been drawn..." Similar terms apply to the 1936 issue which vary merely by year. This lot originated in the legendary "Reichsbankschatz" (Reichsbank Treasure), a hoard of WWII era stocks and bonds from the Third Reich. They were discovered, unscathed, in the subterranean vaults of the former Reichsbank in East Berlin by the Federal Ministry of Finance shortly after German Reunification, in 1991. It's one of those odd twists of history that this mass of capitalist confetti would lay for 4 decades underneath the headquarters of the communist party of East Germany (Party of Socialist Unity, SED). Very early on after the war the Party had settled into the undamaged, newish, and sturdy building of the former Reichsbank. Little attention was given to the bonds and shares in its basement vaults apart from formalities: An inventory was taken and an index card catalog was made. Some boxes were moved about, and after that - they sat. In 2003, after claims were settled, the German government began offering the obsolete bonds and shares to the public through a series of auctions. Bidding was always brisk and lots were eagerly snapped-up by collectors from around the world. The proceeds went to benefit Holocaust survivors. The final auction of all pre 1945 German government bonds, like these, was held in November 2015 with the firm of Spink & Son, in London. And that, was the last of them. There are no more.
