Text is readable. Binding is tight and in tact. Please see photos. This 1817 report is addressed the Henry Clay, the current Speaker of the House, from George Graham, the Acting Secretary of War. The report was requested by the House of Representatives after the state of Massachusetts had requested reimbursement for expenses incurred in outfitting the militia in the War of 1812, which had concluded 2 years prior. The detailed report was compiled in part by Massachusetts lawyers James Lloyd and William H.
